Managing offshore engineering teams: an operating model for GCC companies

Unsatisfactory offshore engagements usually originate in the operating model rather than in engineering capability.

Most companies in the Gulf have engaged offshore development capacity, and a significant proportion describe the outcome as disappointing. The explanation offered is generally engineering quality. In our experience the operating model is more often the determining factor, and capable engineers working within a poorly defined model produce predictable results.

Four recurring failure modes

Task execution without context

A team supplied with fully specified tickets will implement those tickets as written, including inconsistencies between them. Contradictions go unreported because the relationship has been defined around execution rather than ownership. A ticket queue transmits requirements and very little of the context that makes engineering judgement possible.

Insufficient working overlap

Four hours of nominal overlap reduces to approximately ninety minutes once standups, breaks and scheduled meetings are accounted for. A question raised at 16:00 in Dubai is answered the following morning, converting a short clarification into a lost day. Across a sprint this accounts for much of the perceived difference in delivery pace.

Divergent definitions of done

The client organisation assumes tests, documentation and peer review. The offshore team has been measured on throughput. Both operate correctly within their own understanding, and the divergence becomes visible only when a defect reaches production.

Unmanaged attrition

An engineer who has accumulated eight months of domain knowledge leaves and is replaced by someone with equivalent formal experience. Where no handover period was contracted, the domain knowledge is not transferred and the resulting reduction in velocity is rarely attributed to its actual cause.

Common factor

Each of these is a management design decision rather than a capability gap. Each is inexpensive to address at contract stage and costly to correct once an engagement is underway.

How we structure engagements

  • Working hours. Our Karachi engineers work Gulf hours, providing same-day response within the client's working day.
  • Client tooling. The team works in your repository and issue tracker, raises pull requests reviewed by your engineers, and adopts your definition of done.
  • Client selection. You interview each engineer before they join. Replacements are agreed in advance, with a handover period at our cost.
  • Named accountability. A senior engineer owns delivery and is your direct point of contact.

Where offshore capacity is not appropriate

Offshore extension is effective where there is a defined product, an accountable product owner within the client organisation, and a programme running beyond a few months. It is less effective for exploratory discovery where requirements are being established through direct stakeholder interaction, for engagements of one or two engineers where coordination overhead exceeds the benefit, and for organisations without a decision-maker available during the offshore working day.

The final condition is the most significant. A team unable to obtain a decision within its working day will either pause or proceed on assumption.

Offshore capacity is an operating model rather than a procurement discount, and returns depend on how deliberately that model is defined.

Commercial position

Engineering capacity in Pakistan is available at a substantial discount to equivalent experience in the GCC. The cost difference is real, though it is not the primary argument, and engagements optimised solely on rate tend to reproduce the failure modes described above.

The stronger case is capacity and continuity: adding engineers within a fortnight without a recruitment cycle, visa process or office expansion, and retaining the same engineers on the same codebase across several years. For organisations scaling delivery into Saudi Arabia and the UAE, that combination is generally more material than the hourly rate.
