The approach

Start from the infrastructure the country already runs.

Gulf governments have already built the hard part. Identity, payment and notification run at national scale, and a citizen who can prove who they are in one service can prove it in every service. Our work starts from that infrastructure rather than beside it, so a new service inherits an enrolled audience, an accredited authentication path and a payment channel the public already uses. Adoption becomes a launch-week question rather than a two-year one.

What the practice covers

    Saudi Arabia — Nafath and Elm

    Nafath integration for unified national single sign-on, and delivery across Elm service platforms including Muqeem and Tamm. Journeys are built to Digital Government Authority standards, including the fallback paths a service needs when a citizen has no registered device.

    United Arab Emirates — RAKEZ

    Engineering work on the client management system for RAKEZ, the Ras Al Khaimah Economic Zone, covering company registration, licence issue and renewal, and the consolidated client record behind them. UAE Pass authentication and digital signatures are applied where a step requires verified identity.

  3. 03

    Qatar — Hamad International Airport

    Engineering work on the upgrade to the airport Bluetooth beacon wayfinding system, contributing to the beacon estate and the positioning logic that holds accuracy for passengers moving through the terminal.

    Licensing and permits

    Permit lifecycles configured to the regulation rather than to a generic workflow engine. Fee schedules, conditional approval, inspection scheduling and expiry-driven renewal, with each rule traceable to the article that requires it.

    Inspection and field services

    Scheduling, checklist capture and photographic evidence for inspection teams, with full offline operation and deterministic sync. A site visit completes whether or not there is coverage at the location.

    Bilingual delivery

    Arabic and English built in parallel from the first sprint. Right-to-left layout, bidirectional text, Hijri dates and Arabic-Indic numerals are design decisions taken at the start. A translation pass at the end cannot produce them.

Which markets do you cover?
Saudi Arabia is our primary market, followed by the UAE and Qatar, then the wider GCC. We have worked on nine government programmes in the region, serving more than 800,000 users. Among them: Nafath and Elm platforms in the Kingdom, the RAKEZ client management system in the UAE, and beacon wayfinding at Hamad International Airport in Qatar. The scope of our role on each is something we are happy to set out in detail.
Do you integrate with Nafath and Absher?
Yes, and with the wider Elm estate, Muqeem and Tamm among them. Nafath provides unified national single sign-on and Absher carries citizen transaction journeys. We also implement the fallback paths a service needs when a citizen has no registered device, which is the part most integrations leave until too late.
Can services be hosted in-country?
Yes. Azure and AWS both operate Saudi and UAE regions, and sovereign hosting is available for entities that require it. Residency is applied to backups and log data as well as to the primary database.
How is Arabic handled?
Arabic is treated as a primary delivery language. Right-to-left layout, bidirectional text and numeral conventions are specified during design, and the Arabic interface is tested against its own acceptance criteria.
